Whenever you see someone towing a motorcycle in an old picture, it’s usually a mechanic’s shop delivering a serviced vehicle, upon which the shop driver would return on the bike.  The fact that this sidecar tows two motorcycles suggests to me that this is a shop’s custom rig for delivery.
